H1B - Rejected - But within Max-out Period. Am I Eligible for HNSS(H1B Non-Cap Category)

Hi,

I was working at US for the past 5Years 2Months(From 2013 to 2018) and still I have 10 months for the 6year H1B maxout period. I have valid SSN as well. Meanwhile Aug 2018, my H1B Extension got denied by USCIS and return back to India. Spent more than 3years, Now I am trying to go for a sponsorship on H1B. Nowadays, New H1B is going on with Lottery. Could you please clarify whether I am eligible for the H1B with the Non-Cap category(Without lottery) Or my new application also will undergo via Lottery pickup?
