Getting visa appointment for H4, can H1-B applicant be added as family member?

I will be applying for an H4 visa in-person appointment since I am not eligible for dropbox.

Spouse has H1-B approval and is eligible for dropbox, however due to unavailablity of dropbox appointments and uncertainty of dropbox processing time, Can I add spouse to my application in the section where they ask if you want to add a family member to the application?
