Can we apply for F1 while H4 application is under 221g admin processing?

My wife had applied for H4 visa and she received 221g ( asking H1b applicant's visa copy ). She did email the H1b applicant's visa copy but due to covid and recent travel ban, all consulates are closed and not processing existing 221g applications. Meanwhile, she got an admit for fall 2021 and her classes start on 19th August. My question is can we apply for F1 visa while H4 is under admin processing ( 221g ) ?
will it affect F1 visa?  or do we need to withdraw H4 before applying to F1 ?
I would really appreciate your inputs.
