My H1B petition was approved for the period 2016 to 2018 and never stamped. Is eligible for CAP exemption?

The employer in the US has filed the H1B petition and it was approved for 2016 to 2018. And due to the unavailability of a client letter from that employer, it was never stamped. Now, I want to take it forward with any other employer who will process it.
Have few questions:
1) Can my Expired H1B petition(I 797A) can be applied for the extension?
2) Will it go through the CAP exemption?
3) What additional documents are required for the extension?

Consult an experienced employer/attorney.  Many have found success using previously approved H1b approvals.

Looks like you never travelled to US or worked on that petition so- No, its not eligible for CAP. Essentially that H1 was never used so it's gone.
