Denied F1 Visa, Apply for Spouse/B1

My GirlFriend had applied for F1 Visa in 2019 and got rejected 3 times. Reason of denial for F1 visa in 2019 was "No strong ties with home country".

Now, she is getting married to me in May 2021 and I am on F1 STEM OPT. 

Is there any chances of denial for spouse/B1 visa for her? which Visa would be best to apply?
