L2 EAD Delay

We filed for L2 visa, L2-EAD extensions along with my husband's L1 extension on July 13, 2020 as they were getting expired in October 2020. My husband's L1 Visa extension got approved in premium processing. USCIS does not offer premium processing for L2 visa and EAD.
My applications were filed in California and current waiting time for EAD is 4-9 months and for L2 is 9 -11.5 months.
I lost my job as I did not get my EAD extension in time. My expedite request was already rejected by USCIS.  I would like to check my options here to speed up the process as I currently have a job offer in hand.

Kindly clarify the below questions:

1. Can I travel to India and get new L2 visa stamped through dropbox facility? Should I file for a new EAD application when I return to USA or old EAD application would still be valid?
2. My husband's L1 visa was approved but he did not get it stamped yet in India. Will this be a problem when I file for L2 visa in India?
3. Does the USCIS processing time include the biometrics time for L2 Visa?
4. Does L2 EAD get processed only after getting L2 approved?
5. Please suggest if there is any other option which can be considered to speed up the process.
