H-1B Visa Consular processing (Form I797B) - Presidential Proclamation

Hello,

I want to check on the below H-1B Visa Consular processing from India related query.

I am currently in the U.S. on my F1 Student Visa (working on CPT), and I have my H-1B work visa petition approved (i.e. consular processing – Form I797B Approval Notice).

I have been in the U.S. itself since the time the Presidential Proclamations were put in place first (currently effective till March 31st).

I see that Consular visa appointments are available in India now so I am planning to travel and get my H-1B visa stamped (consular processing) from India.

Query – I want to check that, once my H-1B Visa is stamped in India, if I am eligible to travel back to the U.S. before March 31st?

Please let me know.
