Driving with suspended license

Hi, I am going to attend H1b visa stamping soon and have the traffic ticket in my record. 

Driving while suspended license, This case was amended to License to be carried and exhibited on demand. I plead guilty to this and paid all the fines.

Do i need to answer Yes(or)No for this ticket in DS-160 Question- Have you ever been arrested or convicted for any crime even though subject to amnesty etc.? also is there any impact on stamping. 

Please advice if anyone have suggestions

It appears that you do know the answer, please rethink again, Is it a crime? IN "whatever state you're in or whatever state the incident happened" If yes, then you say YES & insert relevant explanation and furnish/carry documentation to show and/or provide evidence.

Stamping is dependent on multiple other factors and cannot be based on this alone, if you have everything right you may get it, in some cases the applications that had DUI were redirected to hospital for medical (re)-evaluation and were granted visa at later appointment after reviewing documents/reports from hospital.
