N-400 Naturalization Application - Question#23 - Reporting Traffic Violations

Should I check "YES" to "Question#23 - Have you EVER been arrested, cited or detained by any law enforcement officer..." if I have one speeding ticket less than $500 in last 5 years timeframe and declare those details under #29 table section?

As per USCIS N-400 instructions (please see below) it doesn't seem to be required, but still not sure in the above case whether I suppose to answer YES/NO for Question#23.

Please advise.  Thanks in advance.

NOTE: You must submit documentation of traffic incidents if:

(1) The incident involved alcohol or drugs

(2) The incident led to an arrest; or

(3) The incident seriously injured another person.

You do not need to submit documentation for traffic fines or incidents that did not involve an arrest or did not involve drugs or alcohol, if the only penalty was a fine of less than $500 or points on your driving record.

You still need to say yes, but you can explain that the fine was under $500 and did not involve arrest or alcohol.
