Interview location change (From India to USA)

NVC sent us an interview notice with Mumbai as location but my father is in US currently on extended visa.
Just wondering how to change location of the GC interview from Mumbai to US location.
What forms to submit.

He can file for AOS here or get a consular interview. He should possibly keep the Mumbai appointment and return with an IV. Filing AOS here while on a tourist visa may lead to complications and definitely delay.
