After Approving F1 Visa what is the time period to join the university?

Hi,

One of my friend F1 was approved on December 2019 for 5 years to join university in january 2020. Can he come to U.S visa with the previously  Approved visa in January 2021 ?

And what is the time period he can come to U.s with that visa?

In case if he is not able to come to u.s on Jan 2021 is it possible to come on August 2021?

You have to be in u.s atleast before a week of college class start date. Not after the classes are started.
