Mother's sister is US Citizen and Grandmother is still alive

My mother's sister is a US Citizen and their mother (my grandmother) is still alive but neither my mother nor grandmother has plans to move to the US.  I heard there is no wait time to process green-card applications if my mother's sister (US Citizen) applies for her mother (my grandmother), then my grandmother can apply for my mother who can then apply for me (I am over 21 years of age).  Is this a possible quick way to obtain the green-card even if neither my grandmother nor mother plans to move to the US?  We are all Singapore citizens.
