College application while H4 extension is under process

Hi,

I am on H1b visa and my daughter is on H4 and her H4 visa extension is under processing right now. Current H4 is expired on Sept. 30th 2020.  
And she is applying for colleges right now. So, my question is, can she legally apply for colleges in CA while her H4 extension is under processing.
