I-140 approved while in USA. Moved to Canada later.

Hi, I have an approved I-140 with priority date Jan 2012 with EB2. I am planning to downgrade to EB3. What is the process after that?

I read online that, for consular processing, it has to be mentioned in the 140 application, and it was not, at the time of filing. I now live in Canada with family. I do not intend to move back to USA until after receiving the GC. What is the process now? I read online again that I may have to file I-824 to request consular processing?

Are these the best possible steps in my case? Or is there a better way:

1. Downgrade to EB3

2. Submit I-824 to request for consular processing?

If yes, after #2, how long does it take to get a response for I-824? And what if in the meantime, visa retrogression happens?
