F1 Visa Assistance

Hi all,

 

I was on F1 Visa and due to an emergency  I travelled to India. My H1b visa was approved after I exit the USA and the H1B visa is expired.

Now my F1 Visa is expired and SEVIS was terminated. 

My DSO advised to me apply for new Visa so that I can get new SEVIS ID and can go for Visa interview. 

Question:

1. Does the VO look at my H1b approval on my previous SEVIS? 

2. Do I need to go through the H1B lottery process if I enter the USA with new SEVIS ID?

3. My Sevis Terminated, F1 / H1b expired. Can I switch my f1 Visa(New Sevis ID) to H1B(previous approval)?
