h1b transfer based on approved I140 and how to interpret if priority date is current ?

What date is considered to be current priority date as per the state department's visa bulletin charts namely  "date of filing" or "final action date"  for the purposes of getting h1b transfer based off an approved I-140 ?

I am in a situation where if uscis decides to move ahead with "dates of filing" chart  then i would be eligible to send my documents for filing  my 485 . However my priority date is not current as per  the date set forth by the "final action dates" chart.  So considering that USCIS actually does allow to use the dates of filing chart for this month , does this mean that I would not be eligible for a 3 year h1b extension even though my priority date is not current as per the "Final Action Dates" Chart ?
