F1 unemployment benefits

For unemployment benefits, the person has to be willing and ABLE to work in any job. An F1 (nor H1, or L1, for example) does not allow to work for any employer in any job. So, people on F1 (or H1, or L1, etc.) can not get unemployment benefits.
