Is Green Card Quota based/issued on the basis of Place of Birth or Citizenship of the person? (Country of Chargeability-US Immigration Concept). 2. Does Green Card Quota/Application for EB visa holders depend on Place of Birth or Citizenship of the person? 3. If so for GC for EB visa holders is issued on the basis of Place of Birth is it possible to find out the number of GC’s issued to people born in Saudi Arabia and what are the Different clauses/requirements & also what is the backlog status if any and how long does it take for Saudi applicants to get their GC. The monthly Visa Bulletin (use Google to search for it) shows PDs for countries with high numbers of applications (e.g., India, China, Mexico) and for all other countries (Rest of World) with low numbers of applications.
