H4 Visa passport in Consulate when closed

My wife and daughter applied for H4 visa renewal via drop box on Mar 16th, 2020 and the consulate shut down on March 22nd, 2020.  The only information i have is there passport is in Chennai Consulate and they are asking us to wait.

I am on H1B Visa and have been in USA since beginning of year. I have a new I797 issued in January,2020 for 3 years. Since i have been in USA, my family is exempted from the President's proclamation.

 Its been 8 months and my daughter (5 yrs) old is really affected by the separation. My question is:

1. Can my family apply for Emergency visa on family separation ground

2. If yes , how can we apply as our passports are in the consulate.
