Need advice on extension of stay

Hi

My inlaws entered USA in Oct-19 with a b1/b2 visa and a stay of 6 months. The I-94 was set to expire on 10-apr. 

Around 20-Mar I filed for an extension of stay until 10-Aug. The I-539 form is still pending and so I havent heard anything regarding approval.

I want to file for an extension since there are not that many seats on the flights to India.  Can I file for an extension now ?

 

If I can file for an extension now -- for how long can I file it (2 months or 6 months). Their initial stay of 6 months was completed and their I-94 expired in apr while waiting for the I539 approval.  The extension of stay for 4 months would be completed around 10-Aug.

I am on L1 and applied for I539 extension for my parents because of covid. I applied for B2 visa extension with I-912 since covid is a global pandemic and Uscis agent advised to apply with I912.I gave affidivit of support from my L1 job. My parents' I-94 will expire on July 29th. I applied for the paper extension with I-912 on June 20th. I called USCIS on July 21st and they gave me the receipt number and told that the application is rejected as there is "No fee attached" with the application. So what should I do now? 
1. since I have only 1 week to apply for the extension, should I apply it online now? or 
2. can I reply back to the USCIS mail with the check? If I reply back to their rejection mail with a check, then it would take atleast mid august to process and parents I-94 expires on July 29th
3. If I apply online, would that clash with the offline application I sent earlier and creates a problem? is applying online safe at all?
