Travel to India and back to USA

Due to family emergency we need to travel to India end of this month (June) or first week of July. My current H1B visa is stamped and expiring last week of August. I currently applied for renewal and received receipt. We are initiating Premium Processing and hopefully i should have approval notice by end of this month (June). 

I want to know if I can go to India and return to USA by end of July with out any issue with the stamped Visa. I also want to know if I can go ahead and do a dropbox for new Visa while i am there with the new I-797, even though my current visa is not expired. Also please let me know if there is any new guidelines issued by USA Govt related to not letting in H1B visa holders from outside of country.

No new guidelines have been issued yet, but things can change any time. Consulates are closed now so stamping is not an option. While coming back show the new I797 at the POE and get a I94 based on it.
