H1b premium processing delay -Vermont service center

My H1B petition was file in July 2019 and later in mid February converted to premium. Received and RFE after that and responded to RFE on May 1st . It’s more than 25 days and I still didn’t get any decision from USCIS in my pp petition. My 240 days expired on May 4th . Can you please advise how to proceed in this scenario. Please your suggestions

My 240 days expired on May 4th -- You can stay in USA and cannot work until you get decision of your petition.

As per CNN, In an announcement to the workforce earlier this month, USCIS said it would begin its initial phase for resuming in-office operations and reopening as early June 4

Do I need to refile the premium again ? Its  been more than 45 days after REF response , no decision and no refund from USCIS.
