h1b extension outside of US

HI,

My 1st H1B was approved in Oct-2012, from Employer A, I transfer h1b to employer B in May-2016 and have approved I-140 with priority date May-2016.Current H1b with employer B is expiring in Apr-2021. Latest visa stamp for H1b on my passport is with Employer A and expired on Sep-2013. (last trip out side of US was Jul-2013).

Question, (Can you please answer with possibility of Priority date current and not.)
1. Can i stay outside of US 2+ years and employer B can file h1b extension under cap exempt?
2. Is it possible for employer C file H1b under cap exempt?
