H1-B Extension and EO : Overnight Vs 2-3 Delivery

Hello,

My H1-B extension is being mailed on May 22. There is also an Executive Order expected on May 22.

I have two questions:

1)  If the H1-B extension is mailed through overnight FedEx on May 21 and reaches USCIS before 10:00 am on May 22, will the Executive Order apply to my application?

2) If the H1-B extension is postmarked on May 22 and  mailed through the regular 2-3 days FedEx delivery and reaches USCIS on May 26 or 27, will the Executive Order apply to my application ?

I am no legal expert but, what if EO has retroactive action?

If it's imperative, I believe your employers attorney must've considered it.

Why cannot you send earlier? Try to send before 21 USCIS gets by 21.

Office closings due to corona virus. Plan to do an overnight courier on May 21 for next day delivery.

Who told you that there will be a EO on May 22 and how you know what's in that EO? 

The EO on April 22 mentioned an upcoming EO on work visas after 30 days

Thank you for your response! Yes, agree. But, my understanding is when EO will be signed, it will come into effect immediately and there is no time to react. Anyways, even if EO in effect will NOT impact H-1B extensions for those who are already in US. Am I correct?
