I have two questions: 1) If the H1-B extension is mailed through overnight FedEx on May 21 and reaches USCIS before 10:00 am on May 22, will the Executive Order apply to my application? 2) If the H1-B extension is postmarked on May 22 and mailed through the regular 2-3 days FedEx delivery and reaches USCIS on May 26 or 27, will the Executive Order apply to my application ? Plan to do an overnight courier on May 21 for next day delivery. what if EO has retroactive action? Fair point Who told you that there will be a EO on May 22 and how you know what's in that EO? But, my understanding is when EO will be signed, it will come into effect immediately and there is no time to react.
