H1B approved but not yet activated and switching to new employer

I am currently on L1B with employer A.

I was selected in the lottery in 2020 H1B lottery and I have filled H1B and its approved with employer A.

I have not yet activated my H1B but its approved with employer A. 

Can I now switch to the new employer directly and file for H1B with employer B (without lottery) now employer B or I have to activate my H1B with employer A first.

Was the H1 filed as COS or with Consular Notification?

If it was a COS you would be on H1 now with employer A.

It seems you got your first H1B but you did not activate. You need to get your first H1B activated then you can move to new employer. I may be wrong.

You need to work for the employer on H1 to start your H1 status. You can't transfer to the new employer yet.

Yes its my first H1B . I have not activated it employer A as I am working on L1B with employer A.

Employer A will not be happy/allow  me to move on H1B since I already have L1B with them. 

When you say I can't move to new employer yet , do you mean till October or even after October I need to first move to H1B with employer A and post that only I can move to employer B.
