I94 Expired and Extension RFE

Hi,

My spouse works in EVVC model and her I94 is expired in 03/01/2020. Her employer applied her extension on 02/24 and received RFE on 03/28. RFE responded on 04/20. Suddenly she lost her job and the current end date for the project is 05/31. Now Suppose if her H1 Extension is denied what are the options left for her to be in valid status. Since there are no flights operating out whether she will be able to convert to H4 or B2.  If she can convert to H4 whether she is allowed to submit the application now as her project is ending this month or wait till the result of extension

I am on H1 with approved I140 with I94 expiry date of 12/21.
