H1b transfer

I was working with Client A from October 2018. Visa extension was filed in October 2018 with Client A. It got approved till September 2020. This was never withdrawn. Visa is held by Company X.

I changed the project in October 2019 with Client B. We received visa approval until March 2020. Approval notice received end of March. We will file for backdated pardon because USCIS sends over notice late. Visa is held by Company X.

I am looking to now looking to change employer to Company Z - What is a safe way
1) As Client, A H1b approval is never withdrawn and still valid use this for transferring visa to Compay Y

OR

2) File amendment pardon to USCIS for Client B. Use this receipt # and then start transferring visa to company Y.

Kindly suggest the safest way.
