Process to Changing Consular Processing H1b approval Notice into Change Of Status without H1 stamping

I'm currently in F1-CPT, i got approved my h1 under consular processing for the year 2019(Approved on March 6th 2020). Due to current travel restrictions and COVID-19. I wanted to change my h1 approval to change of status.

        - Through X employer i got my h1 approval but i got another full time opportunity so what are the chances to convert my h1 to another employer?

Please advice me the best options that i have, Thank You!!!

You need to get onto H1B status first and start your H1B status and then you can transfer to another employer.
