I-94 expiry and Covid-19 Travel restrictions

My in-laws are with us and their I-94 expires end of April. All flights to India are cancelled by airlines until End of April. They do have valid visa until end of October. Can they continue to stay until the flights open up after Covid-19 issues clear? Any directions you have got from US Gov regarding travelers stuck here and unable to return back to India?

The visa is irrelevant. The I-94 is the only thing that matters while in the US.

File an extension before the I94 expires, but plan to travel once the flights are back operational.
