H1B transfer possible? , currently visa extension is in progress with receipt number.

With employer A , H1B extension application is in progress & at present have receipt number, & I94 is valid till 18th Mar 2020.  

Questions :

1. would like to know if am eligible for H1b transfer to new employer B.  Otherwords, will employer B (new offering employer) consider this case to transfer h1 b.
2. Do we need valid I94 to transfer H1b to new employer.   or Is it H1b needs to be transfer before valid I94.                                                                
3. What are possible options to join new employer B.                                 
4. Employer B is fine and offered job.  Would like to know if its Legally possible for Employer B to transfer my H1b.  

am seeing some forum cases.. where "Briding and consular processing" comments, Can u pls help me more clarificaitons.

Current employer is fine to file extension. Rather want to know if i go with Transfer since i have offer.  (Do i need to do before valid active I94 date)

Does it mean after I94 expiry transfer cases is good to go and recommeded with consular processing.

If you have Valid I94, you can apply for extension of your status and request the I94 to be extended.

If your I94 is not valid, you can't request for I94 to be extended so it will be a Consular processing petition.
