Interview waiver for kids below 4 years

Hi,

 

I am on H1 and currently in the US. My wife and 5-year-old kid are in India and they have to go for stamping. My wife is eligible for an interview waiver as per the eligibility criteria but in my son's case, I am confused. As per US traveldocs website "Child below 14 years of age must submit a photocopy of each parent’s passport biographic information page and valid U.S. visa (note that if parents do not hold U.S. visas, children are not eligible for the interview waiver)." What does a valid US visa in this case mean? We have a valid i797 till 2022 but the VISA in the passport was till April 2019. Can I submit my wife's and son's visa application together under inteviwe waiver option? I am going to the Hyderabad location.
