H4 extension filing before 180 days

My wife's H4 was applied along with my H1B in November 2019 during company transfer via premium.

H1B was approved in November 2019 with end date as 06/30/2020. H4 is still in progress.

Her previous H4 Approval has a end date of 09/30/2020. 

Questions:

1.    Can we file new H4 application, since the current H4 is still in progress.

       If we can, what date should I provide in I-539 application as Expiration date?

2.    If I provide the previous end date 09/30/2020, is it ok to file the application before 180 days of end date?

3.    Can EAD be applied along with this new extension? Current EAD expires on 09/30/2020.

If the H4 I94 was valid till 9/30/2020, there was no reason for you to file a I539 in Nov (if you knew H1 was only filed till June 2020). You can withdraw the current pending I539 petition. File a new I539 with your H1 extension on June and mention the end date to be 09/30/2020 for previous petition. EAD can also be applied at the same time.
