If you already had H1B stamping & expired or about to Expire & need to get H4 stamped (or Change of status in same H visa category) You can do it in Mexico too (along with canada or home country) FYI : H1B & H4 comes under same H visa category & many folks did get stamped in Mexico too & it's allowed. Do you have any financial interest in doing so? As getting dates in canada is kind of tough, around > 5 to 6 months from now + getting canadian visitors visa is around 1 month process on top of that. If it's not possible (Ex: F1 to H1B stamping is not possible in mexico, canada or home country are options), i would not have said about that option too. Where as H4 to H1B (or) H1B to H4 stamping is possible anywhere, Not many folks know this info too Yes, I am service provider for visa services in mexico.
