When I went for stamping in Jun 2019 unfortunately its refused (214b). Now I got an offer from Company B and there is an opportunity in USA. my question is - Can I transfer my H1b Visa to company B before stamping? please advise Quote Link to comment

Currently my B1 expired. yes, Company A applied H1 when I am in India I don't think company B can transfer your H-1 as you never entered US with initial H-1. You need to go through lottery again.
