H4 to F1 : Stamping in Mexico or India

I'm studying in CA on H4 Visa which is valid until March 2020 (turning 21 yrs). I'm completing my 2nd year of my Undergrad course. I need to apply for F1 visa now to stay legally beyond March 2020. Need your guidance on the below:

1) Do I apply for COS (H4 to F1)...processing time is 8 months plus....can I continue to study while my COS is in process beyond March 2020

2) Do I apply for F1 Visa and go to Mexico in Jan'20 for stamping (without COS)? Can I go to Mexico when my current Visa category is H4 and I'm applying for F1?

3) Do I apply for F1 visa and go to India for stamping?

 

Do I have any other options? Thanks for your time and inputs.

You can study while COS is pending.

I don't think you can go to Mexico when your visa class is changing, you might want to check on that.
