H4 in process when H1b extension needs to be applied

My H1b is valid till 12/31/2019 and its high time that I apply for my extension. I have been waiting till this time because my wife's H4 (which was applied with my last H1b extension) is still processing. How can I apply for my extension and my wife's H4 even though my wife's last application is still in flight?

You can just file a new application again. No issues.

It's just like you file for an extension. Inform your attorney when they file for your extension. They will also file for the H4 extension. Once that's filed, you can withdraw the current H4 application.
