Where to go for H1b Visa Stamping

Hello ppl,

I'm currently on H1b Visa and recently had to change my employer(h1b transferred in May) as my old company was about to shutdown. I was with my previous employer for over 9 years and still working for the same client for over 5 years. I have approved i-140 with my old employer.  I haven't started any GC  process with my new employer yet.

I'm currently working at Client's place (EVVC model). I'm planning for my H1b stamping sometime this year(Canada,Mexico or Jamaica). I had my last h1b visa stamping done in Vancouver.  Here are my questions.

1.Based on my situation, can someone suggest me the best or safe place to go for visa stamping, where the turnaround times are fast (passport pick if visa approved or incase of any 221g)?

2. Is it  ok to go for stamping with out initiating GC process with my current employer?
