H1 B extension and transfer to employer B after 6 years

I will be completing six years of my H1 in Nov 2019. I have 60 days of recapture. My h1 approval is till jan 2020.

I have approved I140 with 180 days passed, from employer A.

I have an offer from employer B, can the employer B file transfer and extension based on the employer A i140. Can I resign on H1 transfer receipt and join employer B.

Can employer B still file my extension and approval if employer A revokes or withdraws my I140 before I join the new company.

Yes. But in the current environment I will advice to wait for approval if you can.
