Have approved I-140 with prev employer but perm filed by new employer is denied

Hello,

  I'm in my 8th year of H1B. I have my approved I-140 with my prev employer with PD of 2012. I switched to a new employer in 2018. The PERM application filed by the new employer was denied. My H1B is up for renewal in couple months.  Can anyone please confirm if my new H1B renewal can be done for 3 years using my prev employers I-140?
