H4 RFE I539

My wife has received the RFE and response id due in Nov 2019. Below is the text from the RFE:

"Review of the record dos not indicate that a copy of the Form i-797 approval notice was submitted for the most recent From I-129, 
Petition for a Nonimmigrant Worker filed on behalf of <H1 petitioner name> to establish maintenance of status.

Submit the Form I-797 approval notice for the most recent From I-129, Petition for a Nonimmigrant Worker filed on behalf of <H1 petitioner name>".

While submitting the I539 I have clearly marked that the petition is pending and provided my receipt number as well.

The petition for extension of H1 is still in progress and not yet approved (received RFE on H1 extension and response time is till Dec 2019).

I want to know what should I respond to the RFE? What all documents I should submit for this RFE?

Send them the H1 extension receipt again and enclose the Instructions for filing I-539.

Do I also need to attach the H1 approval notice approved earlier before filing the H1 extension?
