Can I revoke my h1b counselor processing and apply for opt

h1b rfe applied : 27th september.  H1b approved : 3rd october to jan 2020. I was working on cpt for 10 months till 5th july at end client. I am on vacation since then. I applied for initial opt. Case received initial opt - 10th may. Initial opt rfe for school documents ; sept 22. I have not replied to opt rfe ( i have all the documents). In order to ctivate my h1b i need to go to mumbai consulate for stamping. My client is not ready to provide client letter till i join them back.

Can i ask my employer to revoke h1b and reply for opt? will my opt be denied because h1b is approved? I have maintained all the status and have not taken any opt till yet.
