green card process

I have heard multiple opinions, so just wanted to understand more clear. for employment based green cards, will USCIS give more weight for applicants having a US Degree certificate, rather than foreign studies? will the processing be faster for EB3 or EB2 categories, if they have US degree? Could someone clarify.
