The petitioner would file only an I-130 for the sibling, no matter if they do it by mail or online. I-485 (Adjustment of Status) cannot be filed until a visa number becomes available, ~13+ years later, and only if the beneficiary is in the US and in status at the time (which is unlikely). Most likely the beneficiary won't be in the US at that time, so will instead do Consular Processing abroad (which also does not happen until a visa number becomes available). I-864 will only be needed at the Adjustment of Status or Consular Processing stage. Quote Link to comment
