H1 B Stamping Canada vs India

Hi All, Leads are much appreciated.

My friend(Citizen of India), who is currently in US on OPT had recently got H1b approved and looking to get VISA stamped ASAP(Before the end of November) due to personal reasons. He wants to get it done in Canada and in doing this he is trying to find some info on below two things.

1) If he gets 221G, can he travel to India(straight from Canada as he cant get back into US) and have the passport delivered to Indian address if it gets approved.

2)In the event of VO ask him to get the Stamping done in Home country. 

Is he required to schedule the VISA interview appointment in India right away when he is asked to leave home country? or

Is there a possibility of having two appointments(One in Canada and the other in India simultaneously) at the first place with a gap of couple of weeks to avoid long delays?

1) Increases chances of lossing passport. Sometimes during 221G they might return passport back. In that case how?. Best thing make arrangements to stay in Canada for 1 to 1.5 months. If it takes more take passport and go to India and when it is resolved fily back to Canada and get visa stamped.

2) VO will never say go to Home country. Once you get 221G it will be resolved at same place.

1) How can he travel to India without passport. He needs to request his passport back in case of 221G and come back to Canada if his 221G is cleared and get visa stamped.

2) Then he needs to go to India and get stamped.

3) Yes. You can have 2 appointments in 2 different countries. No issues. Only you will end up paying twice.
