Switching from H1 visa to H4 EAD

Hi, I am currently on H1B visa and in the process of getting my I-140 approved. My husband is on Academic H1 visa (valid from Jan 2017 to Dec 2019). His extension just just got approved (valid from Jan 2020 to Dec 2022). He is considering switching to H4 and working on EAD.  We are both  planning to go to India to get our H1 visas stamped in Jan 2020. Since he is thinking of switching to H4, is it better to switch before and then directly go for H4 stamping in India OR go to India, get H1 visa stamped, come back to US and switch to H4?

Any advice in this matter  will be greatly appreciated.
