Full time H1B extension denied, concurrent H1B approved, what should I do?

Just got the notice, my full time H1B extension is denied.  But I had an approved concurrent H1B, I-94 valid to 5/2021.  

I have some questions: 

1. Can I stay is U.S with the  concurrent H1B?

2. My full time company will refile a new H1B application, can I go back to work when I just receive the USCIS receipt? 

3. My wife's I 94 is expired on 5/11/2019, is she out of status? If yes, could she apply H4 inside U.S., or must leave the U.S. and apply H4 visa from U.S.  embassy?

3. Better to leave and apply for H-4 from out of country.
