H1b transfer from india

Hi all,

My project ended in sept 2018 and i waited until nov 23 2018 and came back before my 60 day period ended. 

Now a major vendor is ready to file for my h1b transfer for its direct client. Should i apply for premium processing and come back to usa only after my transfer is approved or can i enter usa with my old h1b approval and then apply for transfer? I have stamping until 2020 dec. 

Or 

Can i come back on receipt notice?

Will I be asked to submit my new h1b approval at port of entry?

You can only return after the petition is approved. Coming back with the old approval would be construed as fraud.

You need to wait for the new approval to enter. You can not enter without the approval, it would be immigration fraud.
