Weird H1B transition

  1. My fiancee in India got picked in 2016 H1b lottery.
  2. She had a H1B stamping for 2016 to 2017 but she never travelled to US.
  3. Later her company in early 2018 applied for HNSC H1B, for unknown reason, and it got denied.
  4. Question 1: Can she move to the US on H4 visa and later change to the H1B once she finds a job?
  5. Question 2: Does she have to go through H1B lottery again?

That H1 is gone. A new employer would have to file in the quota.

Question 1: Can she move to the US on H4 visa and later change to the H1B once she finds a job? - Yes

Question 2: Does she have to go through H1B lottery again? - Yes new application in lottery.

I guess this makes clear.
