H-4 visa application

Hi. My husband has recently got an H1-B visa. However, he has not yet traveled to the US. 

Can I apply for a H-4 visa before his travel? 

Are my chances of getting a H-4 better once he has reached USA or it won't matter. 

I had applied for a visitor visa in the year of 2013, and it was rejected. 

Kindly advise.

I don't expect ant issue but i would recommend to apply as soon as his travel plans are confirmed, otherwise there is no point.

You oculd have gone with him for your h4 while he was there at consulate for h1b stamping. Regardless, you can go anytime.

You can go anytime. Does not matter.
