N-400 motion to reopen

My father filed the N-400, but unfortunately prior to getting biometric scheduled he was diagnosed with cancer, and for various reasons had to rush to India to get the treatment. Since he has been undergoing the treatment in India he has not been able to go for biometric appointments. I have been rescheduling the appointments on his behalf. Now after several rescheduling, USCIS has determined that he has abandoned the application.

I can file a motion to reopen the application using form I-290B, providing evidence for any errors made by USCIS, which in this case there are none. 

Can I still file I-290B and plead to reopen on medical grounds?

No. He can just file a new N-400 when he is ready.

Sorry to learn

It may be easier to open a fresh application and mention medical reasons for abandoning the previous one.

It may also be advisable to see if you need to apply for I131 reentry permit due to extended absence on GC
